John K. Hagopian II, P.E. is presently the President/Principal of H.E. Consultants, LLC, a multi-discipline Engineering firm whose primary focus is Structural Engineering, including but no limited to all types of foundation design, i.e., simple spread footings; deep foundations including steel piles, concrete piles and drilled-in cassions; and other hybrid foundation structures. H. E. Consultants, LLC prepares working drawings for temporary bridges and other types of special structures, and jacking procedures for bridge bearing replacements of NYC Department of Transportation and PennDOT projects.

Over the past ten years, John K. Hagopian II, P.E. has designed and prepared working drawings for containment structures utilizing the Total Containment Systems’ chain link fence and cable system. We have prepared containment and shielding for bridge reconstruction projects on over 100 structures in the Northeastern United States. Hagopian Engineering Associates (former name of H.E. Consultants, LLC) prepared all of the original design calculations for the Total Containment Systems patent and for the first “chain link” containment system done in New York State, the Horton Viaduct on Route 17, which was a NYS DOT project.

Since 1993, Hagopian Engineering Associates/H.E. Consultants, LLC, has prepared containment designs on bridge structures for the NYS DOT, New York City DOT, NYS Throughway Authority, Jersey Turnpike Authority, Port Authority of New York and New Jersey, Tiborough Bridge and Tunnel Authority (TBTA), Long Island Rail Road, Boston Metropolitan Transit Authority (MTA), MetroNorth Rail Road, Conrail, Central Artery Tunnel Authority of Boston, MA (Big Dig), Tennessee DOT, Washing State DOT, and the New York City DEP.

Specific significant project for which the containment and shielding design was prepared by H.E. Consultants, LLC/John K. Hagopian II, P.E. include the Williamsburg Bridge shielding, the Bruckner Expressway project, the Robert Moses causeway, the Ramp D Approaches to the Brooklyn Bridge, the Buffalo Skyway over Buffalo Harbor, and the sidewalk replacement shielding for the Triborough Bridge. Most recently, in the past two years, H.E. Consultants/John K. Hagopian II, P.E. prepared the shielding system for the rehabilitation of the Triborough Bridge, presently under construction, for Liberty Maintenance, and also prepared total Class 1A Containment for lead removal and painting on the Queens Viaduct approach of the Triborough Bridge. H.E. Consultants, LLC/John K. Hagopian II, P.E. prepared containment design for the Kosciuszko Bridge between Queens and Brooklyn and the Jerome Avenue Elevated (El) in the Bronx for Ahern Painting Contractors, Inc., and Class 1A Containment design for the Boston Road Bridge. H.E. Consultants, LLC/John K. Hagopian II, P.E. prepared Class 1A Containment design for the Martha Washington Bridge over the Major Deegan Highway and the Harlem River for Ahern Painting Contractors, Inc., and a shielding system for the stiffening truss removal and wind fairing installation on the Whitestone Bridge for Zenith Painting (our client) and NAB Construction (the General Contractor).  Most recently our projects include containment and shielding systems for the Throgs Neck Bridge for Tower Painting, containment for the Madison Avenue Bridge in NYC for Liberty Maintenance, Inc., the Astoria "L" Line and the Triboro Bridge Truss Spans.

Recently completed projects include a Class 1A Containment design for the Rip Van Winkle Bridge over the Hudson River for Liberty Maintenance. Consulting services were provided for Liberty Maintenance for the Sault Saint Marie Bridge in Michigan. H.E. Consultants, LLC’s containment design was utilized on the rehabilitation of the Gay Street Bridge structure in Knoxville, TN, and three camelback truss structures in various locations in Washington State. H.E. Consultants, LLC has utilized other containment systems than the “chain link” system, including rigid systems consisting of structural steel framing, plywood and metal deck systems, and also was involved in the utilization of a traveling “sail” system which was used in conjunction with the chain link fence system on the Broadway Bridge over the Missouri River in Kansas City, MO.

Over the past ten years, H.E. Consultants, LLC has significantly modified the original support mechanisms for the Total Containment Systems’ chain link containment/platform. Utilizing computer analysis, we have been able to submit highly accurate and sophisticated calculations along with our plans and specifications to enable reviewing agencies to understand the chain link fence containment capacity and capability. The system is versatile, it can be used on any shape or structure, weighs only one lb./sq.ft., and has a safety factor of six. H.E. Consultants, LLC/John K. Hagopian II, P.E. participates actively with the contractors during installation of the system, and once the containment/shielding is complete, personally performs a certification inspection with documentation.
